INDIANAPOLIS — State Senator Fady Qaddoura (D-Indianapolis) unveiled his 2026 legislative agenda, a Hoosier-centered package focused on tackling Indiana’s affordability crisis, strengthening public education and improving public safety. Sen. Qaddoura released the following statement:

“Hoosiers have been calling out for relief from the rising cost of living. Every bill I filed this session is rooted in the real stories and struggles my constituents share with me,” said Qaddoura. “This agenda is about delivering immediate, meaningful savings for families who are doing everything right but still falling behind.”

Affordability First Package 

  • Medical debt relief
  • Restore eligibility and funding for child care (CCDF) and On My Way Pre-K.
  • Cut property taxes for low-income families, veterans and senior citizens. Incentivize first-time homebuyers and support tenants via tax credits.
  • Eliminate utility taxes to lower monthly bills and revoke the 50-year Republican sales tax exemption to data centers.
  • Comprehensive tax reform to reverse the financial damage caused to local governments and schools by SEA 1 (2025) to ensure proper funding for essential local services.

Public Safety 

  • Allow local control to Marion County’s Law Enforcement agencies to regulate firearms to reduce violent crimes and protect Hoosiers.

Public Education 

  • Comprehensive charter schools reform that prohibits diverting state and local funds from traditional schools to charters, revokes the $1 building sale law, and prohibits state funding to inefficient charters with less than 100 students.

Earlier this week, Qaddoura also filed legislation to permanently ban mid-decade redistricting, safeguarding the integrity of Indiana’s electoral process and ensuring political power is earned—not manipulated.

“As Statehouse Republicans focus on maps drawn to advance Donald Trump’s political interests, I remain laser-focused on the needs of Hoosiers who are struggling with rising costs,” said Qaddoura. “Families aren’t asking for new congressional maps. They’re asking for relief from inflation to ensure affordable utility bills and groceries, child care and health care, and for their local governments and schools to receive adequate support to serve the local needs of our neighbors.”

“This affordability agenda puts Hoosiers first—not Washington insiders,” Qaddoura concluded. “It puts affordability, stability and fairness back at the center of state government.”
