I filed SB 470 in honor of victims and survivors of domestic violence. The bill aims to prevent murder/murder-suicide domestic violence cases. In December 2023, Jessica Stoebick lost her life after being attacked by her estranged ex-husband who had a lengthy history of domestic abuse and violent incidents. Jessica’s family urged me to introduce this legislation, and I am honored to author the bill in her memory and the memory of many Hoosiers whom lost their lives in domestic violence incidents. The bill requires a rigorous evaluation of an offender's history of domestic violence and invasion of privacy protective orders as a pre-requisite for the relinquishment of firearms that are owned by the abuser, expands training for law enforcement on red flag laws, and requires mental health and social services to be provided to rehabilitate offenders. Today, we heard presentations of Senate Bill 2 (cuts Medicaid coverage for over 200,000 Hoosiers) & Governor Braun’s 2026-2027 proposed budget.I support the budget proposal to:🏥Fully fund Medicaid🏫Eliminate the Childcare waitlist 💲Tie a few tax deductions with inflation 📑Exempt Retirement pensions from taxation My concerns on the proposed budget:❌Ignores funding for public education and funds 2% each year mainly for universal vouchers❌Does not eliminate the Pathways waiver list for senior citizens on Medicaid❌ Increases the state surplus from $2.4 billion to $2.9 billion instead of funding public education, expanding pre-K, or addressing Medicaid needs.For over a decade, a $2 billion surplus helped the state earn a triple AAA rating. Hoarding an additional $900M in surplus while underfunding education and healthcare will cost the state billions in future deferred needs.I am committed to working with my colleagues to fully fund public education, eliminate Medicaid waitlists, and provide tax relief to Hoosiers in a responsible and fair way. With a proposed $46 billion budget, we can be both: fiscally responsible and responsive to the needs of all Hoosiers. #INForAll
I filed a bill to make Indiana’s tax system (property and state taxes) more fair for all Hoosiers especially senior citizens and working-class families.My bill contains 8 key tax reform provisions:➡️ Property Taxes- offers credits to reduce property tax liability. 0% cap for senior citizens and 3% annual cap for families making less than $400K annually. ➡️ Veterans' Benefits- full property tax exemption for permanently disabled veterans.➡️ State Income Tax Deduction- increases personal exemptions for families making less than $400K annually and introduces additional deductions for educators, police officers, firefighters, and veterans➡️ Renewable Energy Incentives- allows deductions for the full cost related to installing solar panels➡️ Housing Tax Credits- expands the renter's deduction with a refundable credit, with higher amounts for disabled veterans, introduces a $15K mortgage credit for first-time homebuyers, and exempts retirement income for individuals aged 62 and older.➡️ Utility Taxes- exempts utility services such as water, gas and electricity from sales tax➡️ Educational Tax Holiday- establishes sales tax holidays in January and August for school supplies.➡️ Appropriation- allocates $140 million to fund childcare programs for more than 20K children.With an anticipated biennium budget of $40B+, the question is not whether or not Indiana can afford to invest in Hoosiers. Rather, the question should be what are the priorities most important to Hoosiers that we should fund. I am committed to working in a bipartisan fashion with my colleagues to reform our tax system and put more money in Hoosiers’ pockets.#INForAll
