Today, I participated in the Conference Committee on HB 1001 (State Budget) and raised several concerns, mainly:![]()
1. Transparency – I’m deeply concerned about the lack of clarity or public discussion regarding what changes the Republicans intend to make to the bill. I strongly oppose the “behind closed-door” negotiations and the exclusion of Democrats from helping shape the final budget. We work for the people and represent the people—so the public deserves a publicly transparent budget process.
2. Budget priorities – With the latest revenue forecast projecting a $2.4 billion shortfall compared to the previous projection, we must reprioritize the budget to ensure essential services are protected. That includes Medicaid, public education, child care, on my way to Pre-K, & 13th check for Hoosier retirees. ![]()
I will work tirelessly to advocate for the most vulnerable and make this a budget that works for the people—not just for corporations and the ultra-wealthy.

🚨Important Revenue Forecast Update🚨![]()
Yesterday, the Senate passed a $46.8 billion biennial budget.![]()
Today, we received the revenue forecast and learned the following:
💲Fiscal Year 2026 Original Revenue forecast estimated revenues at $23.19 B.
💲Updated forecast estimated revenues at $22.22 B.
💲Fiscal year 2027 Original Forecast estimated revenues at $23.26 B
💲Updated forecast estimates $22.25 B![]()
The difference for both fiscal years is a shortfall of $ 2 B.![]()
The main factors leading to this shortfall are the Trump Administration’s fiscal policies:
❌Tariffs/Counter-tariffs
❌Federal job layoffs and deep spending cuts to critical programs
❌Significant Stock Market declines
❌Low consumer spending and confidence due to tariff-induced inflation
❌ Significant uncertainty caused by conflicting federal fiscal policies that are causing businesses and corporations to pull back investments

As a fiscal leader within my caucus, I will offer solutions to my Republican colleagues to fully fund Medicaid, public education, child care, and essential programs in a fiscally responsible way.![]()
The top two options that may have the most bipartisan agreement on that could cover the $2B shortfall:
🏥Managed Care Assessment Fee (MCAF): This fee is imposed on insurance companies that manage the Medicaid program for the state of Indiana. This would raise $2 B over the next two years.
🚬Raising Cigarette taxes: As one of the leading health cost drivers in Indiana, raising the cigarette tax would yield close to $800 million over the next two years.![]()
I will continue to work tirelessly and in a bipartisan fashion to fully fund the most critical programs impacting the most vulnerable Hoosiers across our state.![]()
